GMs won’t penalize all head hits

On the second day of the three-day general managers’ meetings in Florida, the biggest news involved what the GMs decided not to do. Meaning, they decided not to recommend penalties for any contact to the head. Illegal hits to the head are punishable — and, in fact, GMs recommended stiffer penalties for illegal hits and for repeat offenders — but the GMs declined to make all contact with the the head illegal. Discussion also centered around the need for on-ice officials to crack down on penalties such as boarding and charging.
